Nokia and the Finnish company ICEYE have partnered to develop low Earth orbit (LEO) satellite communication systems. The project aims to provide governments with sovereign control over infrastructure, including satellites, ground segments, and user terminals, to ensure resilient connectivity for national defense, border security, and emergency services when terrestrial networks fail. On October 22, 2026, Ukraine's Ministry of Defence signed a letter of intent with Nokia and ICEYE to explore the development of these sovereign systems. Announced during Finnish Prime Minister Petteri Orpo’s visit to Kyiv, the initiative seeks to provide Ukraine with high-performance communication capabilities under its direct control to avoid vulnerabilities associated with existing foreign-controlled systems. This move follows challenges regarding the reliability of services such as SpaceX’s Starlink and Starshield, which Ukraine has used for drone operations and battlefield communications. By developing its own infrastructure, Kyiv seeks to ensure resilient connectivity that is not subject to external political or corporate decisions. As of October 25, 2026, the agreement serves as a framework for research into LEO broadband systems utilizing European technology. ICEYE CEO Rafal Modrzewski noted that Ukraine requires secure, high-performance satellite connectivity that it can manage independently, particularly when terrestrial networks are disrupted. The current letter of intent does not specify a budget, implementation timeline, technical architecture, or the number of satellites involved. The first satellites for this joint broadband project are targeted for launch in 2028.
