Federal Minister Verena Hubertz (SPD) has indicated that annual housing benefit (Wohngeld) expenditures could drop from approximately five billion euros to three billion euros starting in 2027. This shift could result in one-third of current recipients losing their eligibility. By the end of 2025, approximately 1.3 million households in Germany were receiving housing benefits, representing 3.2 percent of all private households. Total government expenditure reached a record high of approximately 4.992 billion euros, a 6.4 percent increase from the previous year, with the average monthly benefit per household rising to 296 euros. Notably, retirees represent 51 percent of housing benefit households. Data from Statistikamt Nord indicates that by the end of 2025, approximately 27,000 households in Hamburg, 52,000 in Schleswig-Holstein, and 46,600 in Mecklenburg-Vorpommern were receiving benefits.
