To mitigate rising costs and potential supply disruptions, the North Macedonian government approved a temporary reduction in the Value Added Tax (VAT) on diesel from 18% to 10%, effective September 15, 2026. Prime Minister Hristijan Mickoski noted the measure was intended to offset projected price hikes, aiming to bring diesel to approximately 99 denars per liter, though gasoline prices like Eurosuper BS-95 were expected to rise. The opposition SDSM criticized the move as “belated and partial,” suggesting more aggressive measures such as a 5% VAT or the total abolition of excise duties were necessary. On September 22, diesel prices rose to 104.50 denars per liter following an RKE decision, a move criticized by the Levica party due to its impact on the agricultural sector. In response to calls from political leaders like Venko Filipçe for deeper tax cuts, the RKE announced further reductions in maximum retail prices effective October 6, 2026, including EURODIZEL (D-E V) at 97.00 denars per liter. While these prices remain among the lowest in the region, the loss in excise revenue is projected to cost the state budget between 7 and 8 billion denars, necessitating a budget rebalance. As of October 14, 2026, the RKE decided to keep retail prices for gasoline, diesel, and extra light household oil unchanged, though industrial fuel oil prices rose. On October 19, 2026, fuel supplier OKTA announced a temporary 2-denar per liter discount on diesel through November 2, 2026, to address international market instability. To bolster long-term energy security, the government is evaluating the potential reactivation of the OKTA refinery, which has been inactive since 2012, to determine if domestic diesel production is more cost-effective than imports. By late October 2026, international market volatility increased as Brent crude oil prices rose approximately six percent to $116.72 per barrel. However, following fluctuations in global reference prices, the Regulatory Commission for Energy, Waterworks, and Waste Management announced a reduction in average retail prices for petroleum derivatives by 1.89 percent. Effective midnight on October 27, 2026, EUROSUPER BS-95 and EUROSUPER BS-98 gasoline prices will decrease by 5 denars per liter to 91 and 93 denars, respectively. EURODIZEL BS remains at 99 denars per liter, while extra light household oil (EL-1) will drop by 0.50 denars to 110 denars per liter.
