Economic cooperation among northern Italian regions has expanded from localized business alliances to broader industrial policy coordination. Initially, the Veneto, Friuli Venezia Giulia, and Trentino regions strengthened the ‘Sistema Nord Est’ project. Following these regional efforts, a larger coalition involving Emilia-Romagna, Liguria, Lombardia, Piemonte, and Veneto launched a steering committee to establish a Northern Manufacturing District. This expanded group aims to unify economic and industrial policies to address energy costs, raw material procurement, and the EU Emissions Trading System. By acting as a single entity, these regions intend to present unified proposals to the Italian government and the European Commission to bolster global competitiveness. The coalition, representing more than half of Italy’s national GDP, has formalized its agenda to influence decisions regarding industrial aid, digital innovation, and infrastructure. Key pillars of this strategic alliance include the development of Industrial Innovation and Development Zones (ZIS), Simplified Logistics Zones (ZLS), and regional innovation networks. Additionally, the initiative prioritizes accelerating technological transfers to modernize manufacturing and improving access to credit for small and medium-sized enterprises (SMEs).
