Leaked details and subsequent official proposals for Norway’s 2027 state budget indicate a significant increase in defense and security spending. A central component of the proposal is the enhancement of intelligence capabilities to monitor Russian military activity, particularly in the Arctic and the Kola Peninsula. Specific allocations include approximately 400 million NOK for the Norwegian Intelligence Service to improve situational awareness, alongside 250 million NOK for domestic intelligence. Defense Minister Tore Sandvik stated that these increases are necessary to maintain stable capacities for assessing threats. Beyond intelligence, the budget includes investments in the Andøya Spaceport and a domestic precision timekeeping system designed to mitigate the impact of Russian GPS interference. Finance Minister Jens Stoltenberg noted that Norway aims to allocate 3.4 percent of its GDP to defense in 2027, moving toward a long-term NATO target of 3.5 percent by 2035. The formal 2027 budget proposal allocates approximately 191.7 billion NOK to the military, which includes support for Ukraine and investments in Brigade Nord, the Finnmark Brigade, and rocket artillery. Air defense systems in Trøndelag, Nordland, and Troms are slated to receive 1.7 billion NOK, while 100 million NOK is designated for upgrading Bell helicopters for special forces. The proposal has drawn criticism for shifting focus away from civil society. Proposed reductions include 130 million NOK from peace and global cooperation initiatives, 706 million NOK from UN bodies focused on women’s rights and equality, and 200 million NOK from UN development work. Furthermore, local leaders in northern Norway have expressed concern that the budget neglects regional needs like transport, housing, and health services required to maintain local readiness.
