Norwegian authorities have seized the Russian research vessel ‘Professor Molchanov’ (also referred to as ‘Professor Moltsjanov’) in the port of Barentsburg, Svalbard, Svalbard. The seizure was executed by the Governor of Svalbard (Sysselmesteren) following an order from the Nord-Troms and Senja District Court. The seizure action was requested by the Ukrainian state-owned energy company Naftogaz to enforce an international arbitral award from The Hague, which mandates that Russia pay approximately $4.22 billion in compensation for assets expropriated after the 2014 annexation of Crimea. The 71-meter vessel remains immobilized in port. Russia has strongly condemned the action, seizure, with the Ministry of Foreign Affairs labeling the seizure as it ‘piracy’ and ‘illegal.’ Russian ‘illegal,’ while other officials have further characterized the move as ‘state terrorism’ and ‘legal nihilism.’ Diplomatic tensions have escalated as Russian officials warn of significant consequences. Andrey Chibis, governor of the Murmansk region, warned that Norway is ‘waking the Russian bear’ and asserted that Russia possesses the means to defend itself via its Northern Fleet. Additionally, the state news agency TASS characterized the seizure as an attempt by the West to ‘open a new front in the Arctic.’ The dispute has expanded to include challenges to Norwegian sovereignty over the Svalbard archipelago. Viktor Sobolev, a member of the Russian State Duma, stated that Svalbard is a ‘disputed archipelago,’ citing historical Soviet-era coal mines as a basis for Russian interest. In response to the ongoing situation, response, the Norwegian Ambassador, Heidi Olufsen, was summoned to the Russian Ministry of Foreign Affairs. While concerns were raised regarding the impact on supply lines for Russian settlements in Barentsburg, local reports indicate that most supplies are transported via Tromsø using Norwegian trucks or other ships from Murmansk. The vessel primarily served to facilitate access for Russian tourists and visitors to Svalbard by bypassing visa difficulties associated with flying through mainland Norway.
