Norwegian energy project concession disputes
Overview
The Norwegian Water Resources and Energy Directorate (NVE) has issued conflicting decisions regarding renewable energy concessions, highlighting tensions between energy production and environmental or land-use concerns.
In late September, the Ministry of Energy overturned an NVE rejection of the Davvi wind farm application in Finnmark. Energy Minister Terje Aasland stated the rejection was overturned because the application had not undergone a formal hearing process, noting the case had not been “sufficiently illuminated to allow for a proper assessment.” The application was sent back to the NVE for further processing.
By late October, the NVE denied a concession for the Grøna hydropower plant in the Nea-Nidelv watercourse. The directorate concluded that the negative impacts on biodiversity and reindeer husbandry outweighed the benefits of the project. The NVE specifically cited risks to red-listed natural habitats and the pressure on critical seasonal grazing and calving grounds for reindeer.
