The NYC Department of Health declared the Upper East Side Legionnaires’ disease outbreak over on 2 August 2026 after a two‑week two-week span with no new cases, closing the 14‑day 14-day incubation window for ZIP codes 10028, 10075 and 10128. The outbreak ultimately involved 92 confirmed infections, 79 hospitalizations and seven deaths. Between 17 July and 26 July the death toll rose from two to six as case counts climbed to 90‑82 90-82 confirmed infections. Health officials identified live Legionella in 34 towers across 33 buildings and, later, 77 towers testing positive city‑wide; city-wide; remediation work was completed by 16 July. Hospitalizations fell from a peak of 12 to six by late July, and no new cases were reported after 17 July. Mayor Zohran Mamdani and Health Commissioner Dr. Alister F. Martin continued weekly updates, emphasizing that cleaning and disinfection had likely eliminated the exposure source. The city maintained inspections of cooling‑tower cooling-tower systems and enforced compliance with the May‑2025 May-2025 legislation requiring monthly testing. In early August families of victims from a 2025 Harlem Legionella cluster filed lawsuits alleging city negligence. Governor Kathy Hochul responded by signing a stricter cooling‑tower cooling-tower law mandating twice‑yearly twice-yearly certification, 48‑hour 48-hour repairs and 24‑hour 24-hour reporting of dangerous bacteria levels, with fines up to $12,500 for violations. Following these outbreaks, which combined for 14 deaths across the 2025 Harlem and 2026 Upper East Side clusters, officials are proposing further tightening of regulations. These include increased staffing for water testing and higher penalties to address findings that nearly one in three sampled towers in the recent cluster tested positive for live bacteria.
