OCC digital-asset national trust bank charters

Overview

The U.S. Office of the Comptroller of the Currency (OCC) has begun issuing conditional approvals for national trust bank charters aimed at digital-asset infrastructure.

On September 18, 2026, the OCC granted preliminary conditional approval to three entities: Bastion Platforms, Catena Trust Bank, and Agora National Trust Bank. This simultaneous approval represents an increase in the pace of digital-asset banking authorizations.

Bastion Platforms, which is converting from a New York state trust company, will operate as a non-depository national trust bank. Its services are focused on stablecoin infrastructure, including fiduciary custody, white-label issuance, redemption, and payment rails. As a non-depository institution, Bastion is not permitted to accept deposits, provide loans, or offer FDIC insurance. CEO Nassim Eddequiouaq noted that the charter is intended to serve major financial institutions as stablecoins become “core financial infrastructure requiring higher standards of regulatory rigor.”
