A significant outcome was an agreement between OLACDE and the European Union on an energy cooperation plan for the 2026-2028 period. This plan, following a May 2025 Memorandum of Understanding, plan prioritizes electrical and gas integration, sector regulation, and technical exchange. Specific initiatives include updating the OLACDE Regional Electrical Interconnection Plan and preparing interconnection projects. Additionally, the ministerial meeting facilitated a leadership transition, with Bolivia assuming the OLACDE presidency for the 2026-2027 term, succeeding Belize. term. In related regional developments during high-level meetings in Santiago de los Caballeros, developments, the Dominican Republic assumed the presidency of the Economic Commission for Latin America and the Caribbean (ECLAC) for the 2026-2028 period. Following the 41st ECLAC session in Santiago de los Caballeros, Foreign Minister Víctor Bisonó called for the transformation of political agreements into “concrete results,” specifically advocating for strengthened intra-regional trade and the better utilization of strategic resources. ECLAC Executive Secretary José Manuel Salazar-Xirinachs noted that regional assets like critical minerals and biodiversity require strong institutions to drive development.
