Old Dominion University shooting and notification lapse

Overview

In March 2026, Mohamed Bailor Jalloh opened fire in a ROTC classroom at Old Dominion University, killing an Army veteran instructor and wounding two students. An investigation commissioned by the university found that neither the FBI, the Department of Justice nor Jalloh’s probation officer had alerted the school to his 2016 conviction for attempting to provide material support to the Islamic State. Virginia law barred the university from asking about such a background, and the lack of notification meant the campus was unaware of his extremist history. Both reports concluded that, had the university known of the conviction, it likely would have removed Jalloh from campus.
