Organized crime-driven displacement in Mexico
Overview
Organized crime violence has led to significant forced displacement in various Mexican regions. In the Sierra de Zihuatanejo de Azueta, more than 50 families from several communities abandoned their homes, crops, and livestock following two weeks of intense harassment and forced recruitment attempts by the group ‘Las Cuatro Letras’. Residents expressed that military and National Guard deployments were insufficient to ensure security.
In Chihuahua, displacement figures have risen from approximately 1,500 people in 2021 to nearly 5,000 in 2025, driven by territorial conflicts in the Sierra Tarahumara region. Displaced indigenous and farming families have sought refuge in abandoned housing developments, such as Pensiones Civiles del Estado in Cuauhtémoc. However, these families faced forcible removal by municipal police following a dispute involving the State Housing Commission (Coesvi) and a real estate company. Human rights organizations have criticized the state's failure to implement public policies that address the root causes of displacement or provide adequate housing.
