Federal prosecutors have charged Lee Reiber, the 52-year-old CEO of the Alexandria, Virginia-based digital forensics company Oxygen Forensics, and Russian national Oleg Sergeyevich Davydov with conspiracy to commit wire fraud. Authorities allege the pair engaged in a scheme to conceal the company’s Russian origins and ownership to secure lucrative United States government contracts, including agreements with the U.S. Secret Service, the Department of Homeland Security, and the Department of Defense. Prosecutors claim the scheme aimed to use Reiber as a figurehead to elude detection while integrating advanced decryption and data extraction software—designed and controlled by the Russian government—into sensitive security devices used by U.S. agencies. Through this alleged deception, the firm reportedly secured over $2 million in federal contracts. While Reiber reportedly claimed the company had no Russian ownership or involvement in software development, ownership, investigators allege that Davydov and four other Russian nationals actually owned the firm through a holding company in Cyprus. The company’s software, which is used to recover and analyze electronic data, software had previously been sold to the Russian Federal Security Service (FSB), the Russian Investigative Committee, and the Russian Ministry of Internal Affairs. Reiber was reportedly installed as CEO following U.S. sanctions on Russia in 2022. Following the charges, Reiber was arrested in Idaho. Davydov was detained at London’s Heathrow Airport in what was reportedly a synchronized operation. The Airport, and the United States is currently seeking Davydov’s his extradition. The U.S. Secret Service confirmed it previously utilized the company’s software but “immediately discontinued” its use in February after identifying security risks. Other individuals, including Oleg Fedorov and Galina Rabotenko, reportedly remain at large.
