Pakistan AI implementation in public sectors

Overview

The Competition Commission of Pakistan (CCP) has introduced the Bid-Rigging Detection System (BRDS), an artificial intelligence tool designed to proactively identify collusion and fraudulent bidding patterns in the country’s public procurement market. This system aims to move away from manual, complaint-driven detection to a data-led model to monitor the estimated $60 billion spent annually on goods and services.

Following this development, the Election Commission of Pakistan (ECP) has proposed 12 amendments to its codes of conduct to regulate artificial intelligence during elections. These proposed measures require political parties and candidates to disclose the use of AI-generated campaign materials, such as synthetic voices and deepfakes, while requiring media outlets to label AI-altered content. Monitoring of these regulations would involve the Pakistan Electronic Media Regulatory Authority (PEMRA) and other national agencies.
