Pakistan energy sector reforms and investment
Overview
Pakistan is pursuing large-scale reforms and investment strategies across its energy infrastructure. In the electricity sector, the National Electric Power Regulatory Authority (Nepra) has conditionally approved an Integrated System Plan for 2025-35, proposing $58 billion in investments to add over 26,000MW of capacity. This plan faces scrutiny from Nepra members regarding the necessity of additional capacity given existing unused generation and high capacity payments. Simultaneously, the country has seen a rapid rise in decentralized solar energy, which grew to provide approximately a quarter of the nation’s power during peak summer months in 2025.
In the gas sector, the government is reviewing a roadmap for restructuring and deregulation. Led by Finance Minister Senator Muhammad Aurangzeb, these reforms aim to foster a competitive market by increasing private-sector participation. The initiative seeks to address systemic issues such as circular debt, supply-demand imbalances, and unaccounted-for-gas losses to enhance energy security and stabilize pricing.
