Pakistan FBR digital tax administration reforms
Overview
The Federal Board of Revenue (FBR) in Pakistan has initiated a series of digital reforms aimed at modernizing tax administration and increasing compliance through automation and artificial intelligence.
Initially, the FBR established the National Faceless Centre (NFC) in Islamabad to reduce corruption by eliminating face-to-face contact between taxpayers and officials. This framework utilizes a computerized, risk-based system to select tax cases and assign them to anonymous officers. The process includes a three-stage review system to ensure accountability. Furthermore, an automated electronic scrutiny mechanism was introduced for sales tax returns, using computerized cross-matching to identify discrepancies and notifying taxpayers via the IRIS portal.
Building on these administrative reforms, the FBR implemented the ‘Digital Eye’ system, an AI-driven monitoring tool. This system employs video analytics to track real-time production in sectors such as cement and sugar to provide independent output records. Integration with this monitoring system is becoming mandatory, with the FBR stating that failure to comply may result in the sealing of business premises until integration and fines are completed.
