Pakistan military command restructuring

Overview

Pakistan has restructured its military command structure through the passage of the Defence Forces Act 2026 and amendments to the National Command Authority (NCA) Act 2010, following the 27th Constitutional Amendment.

The new framework establishes the position of Chief of Defence Forces (CDF), a role designed to centralize operational planning and modernization across the army, navy, and air force. This role replaces the former Chairman of the Joint Chiefs of Staff Committee, which previously served as a coordinating mechanism without direct command authority over all services. Field Marshal Syed Asim Munir has become the first CDF while also retaining his position as army chief.

The restructuring aims to create a direct chain of command from the federal government and the prime minister to military units. Under the new legislation, the CDF is also expected to hold significant influence over nuclear decision-making processes.

While the transition aims for greater efficiency, it has faced political friction. The Pakistan Peoples Party supported the bills but criticized the government for insufficient consultation, leading to opposition walkouts from the National Assembly. Additionally, the consolidation of power under a single officer has prompted discussions regarding military balance and civilian oversight.

In a recent development, Field Marshal Munir visited the Quetta Garrison to review the security situation in Balochistan. During the visit, he met with field commanders to discuss operational preparedness, emphasizing that ensuring peace in the province is a “central priority for the state” to facilitate socio-economic development.
