Overview
Pakistan is undertaking various regulatory and structural reforms to improve its business environment and investment landscape.
In early August 2026, the Securities and Exchange Commission of Pakistan (SECP) established a 12-member working group to overhaul the corporate debt market. This group is tasked with reviewing credit-rating frameworks, bond and sukuk issuance processes, and legal rules. The panel aims to reduce issuance costs, standardize documentation, and benchmark the national framework against international best practices.
Following this, the federal government assigned the Special Investment Facilitation Council (SIFC) a leading role in driving broader regulatory reforms. Under the direction of Prime Minister Shehbaz Sharif, the SIFC will utilize a coordination mechanism to implement a ‘regulatory guillotine’—a process designed to eliminate outdated or redundant requirements. These efforts focus on simplifying licensing and reducing administrative paperwork to attract domestic and foreign investment.
