Pakistan has expressed openness to a bilateral security mechanism with the Taliban to coordinate information and resolve disputes, provided any coordination is supported by “tangible and verifiable” actions. Islamabad demands that the Afghan interim government ensure its territory is not used by militant groups, such as the Tehrik-e-Taliban Pakistan (TTP) and the Balochistan Liberation Army (BLA), to launch attacks. Tensions escalated significantly in late September 2026 following a series of cross-border military exchanges. After Pakistan intercepted eight drones entering its airspace, it conducted precision strikes against ten military targets in Afghanistan, including sites in Kandahar, Khost, Paktia, and Paktika. These operations were described by Pakistani officials as a “deliberate, precise, calibrated and proportionate” exercise of self-defense. Hostilities intensified in the Gulistan and Kurram sectors. On October 1, the United Nations Assistance Mission in Afghanistan (UNAMA) reported that Pakistani airstrikes in Kunar and Helmand provinces killed at least 10 civilians, including many children. The Taliban condemned these incursions as “aggression and a crime,” while UN Special Rapporteur Richard Bennett stated the strikes appeared to violate international humanitarian law. In late October, relations deteriorated further due to trade disruptions and border closures at Torkham and Spin Boldak. Pakistani customs authorities began auctioning hundreds of containers belonging to Afghan traders at Karachi Port due to high taxes and storage charges. Simultaneously, allegations surfaced from former US envoy Zalmay Khalilzad suggesting the Pakistani military might be arming Afghan factions to fight anti-Pakistan insurgents; the Pakistani Ministry of Information dismissed these claims as “baseless and misleading.” Pakistan has officially rejected Afghan Taliban allegations of civilian casualties resulting from counter-terrorism operations, labeling them “baseless and unsubstantiated.” Islamabad maintained that maintains its military actions adhere to international principles and are necessary acts of self-defense against groups like the TTP and BLA, which it claims have caused over 3,500 casualties in Pakistan during 2026. Pakistan has demanded that Kabul take “practical, measurable steps” to eliminate militant sanctuaries, citing UN Security Council monitoring reports regarding the presence of terrorist organizations within Afghanistan.
