Panama housing and water security crisis
Overview
Panama is experiencing a significant housing deficit, estimated at 322,755 units, driven largely by a lack of access to essential services like potable water, electricity, and sanitation. These shortages are particularly severe in provinces such as Darién, Herrera, Los Santos, and Bocas del Toro.
Water security in the country is being undermined by water stress, pollution, and ecosystem degradation. The El Niño phenomenon has exacerbated water stress, while erosion and deforestation have increased river turbidity, complicating water treatment processes. The collapse of 37 wastewater treatment plants has further threatened the safety of drinking water sources by risking the release of contaminants into rivers.
In response to these infrastructure risks, the director of the Instituto de Acueductos y Alcantarillados Nacionales (Idaan) identified 17 treatment plants in residential areas that act as “environmental liabilities” to watersheds. Of the approximately 50 plants under Idaan’s responsibility, 44 require attention, and over 1,000 other residential plants are reportedly inoperative or collapsed. A working group comprising the Ministry of Environment and private developers has been formed to address these priority sites using emergency and current budgets.
