Panama is pursuing strategic reforms to enhance its maritime and logistics competitiveness through digitalization and infrastructure development.

Initial efforts focused on addressing a digital divide and administrative inefficiencies. Experts noted that a lack of integration between port technology and public institution systems causes delays, with container movement taking significantly longer than in competing regional ports. To address infrastructure needs, the Panama Maritime Authority (AMP) initiated a Request for Information to gather data for potential port facilities in several provinces, including Coquira, Mensabé, Arenal, Hicaco, Pedregal, and Remedios.

Following these initiatives, the AMP proposed a USD 205.1 million budget for the 2027 fiscal year. This budget prioritizes investments such as a multipurpose pier in Puerto Armuelles, an Electronic Vessel Registry (REN), and enhanced vessel monitoring systems. The agency also addressed a decline in the number of Panamanian-flagged vessels, characterizing the shift as a policy of ‘quality over quantity.’ Officials stated they are working to purge ‘ghost fleets’ from the registry and implement stricter pre-registration checks to ensure a safer, more compliant fleet and regain U.S. Qualship 21 recognition.
