The Caja de Seguro Social (CSS) in Panama has concluded a transition period for its pension system. Leading up to the August 18 deadline, insured individuals were given the option to remain in the current system or migrate to a new model. As the deadline approached, approximately 168,000 formal decisions had been recorded, with over 5,000 individuals opting for the new system. To manage the process, the CSS increased digital platform availability and offered special Saturday hours at various administrative agencies. Following the expiration of the deadline, the transition rules established by Law 462 dictate that contributors who did not make a formal decision will automatically transition to the new Single Capitalization System with Solidarity Guarantee, provided they have not reached the age of 62 for men or 57 for women by March 1, 2032. Additionally, the CSS Cabinet Council approved a $3,207,600 insurance contract with ASSA Compañía de Seguros, S. A. to cover various risks and claims for the 2025 period, including personal accidents, theft, and civil liability. In a recent development, the CSS has requested a $8,507 million budget for 2027 from the National Assembly's Budget Commission. This represents a $296 million increase over the previous budget, with Director General Dino Mon noting that 96% of the increase is attributed to the Invalidity, Old Age, and Death (IVM) program. Mon also addressed workforce challenges, stating the institution needs to create retirement incentives to address the presence of “calienta bancas” (inactive staff) and manage a workforce where over 6,000 employees are aged 65 or older.
