Panama is implementing various technological and regulatory reforms to modernize its government and economic infrastructure. The National Authority for Government Innovation (AIG) has introduced a digital registry for sexual offenders intended for public use via ‘Panamá Conecta’ and has authorized significant contracts for technological services to support the Accusatory Penal System. Simultaneously, the government is expanding its public-private partnership framework to attract investment. This economic modernization includes transitioning free zones toward a ‘4.0 model’ focused on digitalization and integrated ecosystems. These efforts have contributed to over US$200 million in new investments within the free zone regime, as the country integrates national AI strategies with existing data center infrastructure and semiconductor interests. Expanding its international outreach, President José Raúl Mulino and Foreign Minister Javier Martínez-Acha recently visited Singapore to strengthen economic ties and attract Asian capital. President Mulino toured the Tuas Port, identifying the automated terminal as terminal—which utilizes autonomous trucks, driverless cranes, and solar energy—as a potential model for enhancing Panama’s status as a regional logistics hub. During the visit, Martínez-Acha presented Panama’s Strategic Plan 2025-2029, targeting investment in the maritime, pharmaceutical, real estate, health, and legal sectors. Discussions focused on major infrastructure projects, including the Fourth Bridge over the Panama Canal, the expansion of Tocumen International Airport, and road reactivation plans. Panama aims To further these goals, a memorandum of understanding was signed between SATS and Tocumen International Airport to leverage its canal explore expanding cargo capacity and multimodal infrastructure strengthening trade flows between Asia and the Americas. Diplomatic talks also addressed Singapore’s adherence to attract investment from Singaporean business leaders. the Panama Canal Neutrality Treaty.
