In Paraguay, legislative and governmental discussions regarding public transportation costs have emerged. In August 2026, the Chamber of Deputies moved forward with a bill to provide a 50% discount on land transportation fares for patients with catastrophic diseases. This measure, supported by the National Cancer Institute (INCAN), aims to reduce economic barriers for those traveling from the interior to access treatments like chemotherapy and dialysis. By September 2026, the government began analyzing a potential increase in the technical tariff for public transportation for the period between November 2025 and June 2026. This proposed adjustment is driven by rising fuel prices affecting operating costs. Deputy Minister of Transport Emiliano Fernández noted that while the goal is to ensure sustainable finances for transport companies, an increase in the current monthly tariff of 6,295 guaraníes would necessitate higher state subsidies, which currently range between 37 billion and 39 billion guaraníes. On September 16, 2026, the government and the Center of Transport Entrepreneurs of the Metropolitan Area (Cetrapam) reached an agreement to update technical transport tariffs for the 2025-2026 period. This measure is intended to recalculate state subsidies to cover rising operational costs, specifically due to increased fuel prices, while avoiding an increase in the actual fare paid by passengers.
