Paraguay faces challenges in maintaining its unique national identity, characterized by a historical cultural synthesis of Guaraní and Spanish influences. Concerns have been raised regarding the potential loss of this sovereign identity due to a decline in the teaching of national history to younger generations. In response, the Paraguayan National Secretariat of Culture (SNC) has implemented a national plan and an inter-institutional agenda to safeguard traditional gastronomy. This initiative focuses on preserving ancestral recipes, ingredients, and techniques through the development of a registry for traditional cooking knowledge. To ensure legal and economic protection, the SNC is collaborating with the National Directorate of Intellectual Property (DINAPI) to establish Denominations of Origin and Geographical Indications, strengthening the connection between local producers and the commercial sector. The government is also pursuing international recognition through culinary diplomacy and a national brand strategy. This includes the official declaration of ‘Caña Paraguaya’ and ‘Cocido Tradicional Paraguayo’ as Intangible Cultural Heritage, as well as the submission of ‘chipa’ as a candidate for UNESCO’s Representative List of the Intangible Cultural Heritage of Humanity. Expanding on these efforts, the Ministry of Industry and Commerce is now promoting cultural and creative industries—including music, audiovisual arts, design, fashion, and video games—as drivers for economic growth and tourism. Minister Marco Riquelme noted these sectors allow Paraguay to showcase its talent and identity globally. To support this, the government aims to improve financing, intellectual property protection, and market formalization. Upcoming milestones include hosting the Mercado de Industrias Culturales del Sur (MICSUR) in 2026 and assuming the pro tempore presidency of the Ibero-American Brand Forum.
