Paraguayan industrial financing and policy initiatives
Overview
Paraguayan President Santiago Peña introduced several measures to bolster the nation’s industrial sector and competitiveness. These initiatives included the ‘Paraguay Industrial’ credit line, offering long-term loans in both guaraníes and dollars, and the proposal of a bill to integrate the Ministry of Industry and Commerce with the National Secretariat of Tourism to unify economic policies.
Following these announcements, the Industrial Guarantee Fund (FOGAIN), managed by the Development Finance Agency (AFD), launched a specific program to provide partial guarantees for industrial investment projects. Utilizing a USD 10 million fund to leverage up to USD 50 million in operations, the program provides tiered coverage for sectors such as agro-industry, metalworking, textiles, and wood manufacturing. Eligible companies can access credits of up to USD 2.5 million with terms extending up to 15 years.
