Governor-elect Sergio Moro has announced plans to reorganize the administrative structure of Paraná to reduce bureaucracy and contain expenses. His proposal includes transitioning from the current 24 state secretariats to a leaner model. Moro also pledged to prioritize combating organized crime and continuing public works such as the duplication of BR-277. As part of the government transition, the State Secretariat of Finance reported that Paraná held R$ 27.6 billion in cash reserves as of August 2026. This figure represents the third-highest reserve among Brazilian states. While the liquidity indicates strong payment capacity, officials noted that some funds are earmarked for specific purposes. Additionally, the state reported record investment levels, with R$ 7.6 billion committed between January and August 2026. To formalize the handover, Governor Carlos Massa Ratinho Junior signed decree 15.525/2026 to regulate the transition process, which is scheduled to run from November 5, 2026, until January 5, 2027. The decree establishes a collaborative framework for sharing administrative and financial information, including public accounts and organizational structures. The transition team will consist of up to 20 members, split equally between the current administration and the governor-elect. Renato Adur, the superintendent-general of Institutional Relations, will coordinate efforts for the outgoing government.
