Following a provincial election victory, Paul St-Pierre Plamondon of the Parti Québécois is set to become Quebec’s next premier. The election resulted in the Parti Québécois securing 59 seats and the elimination of the governing Coalition Avenir Québec. A primary focus of St-Pierre Plamondon’s platform is the reduction of immigration levels. He has criticized prioritizing total GDP growth over per capita prosperity, arguing that mass immigration can drive down wages and erode living standards. His proposed policies include a moratorium on new economic immigrants, suggesting that permanent residency should instead be drawn from existing pools of international students and temporary foreign workers. In the transition period, St-Pierre Plamondon met with outgoing Premier Christine Fréchette to discuss the economy, employment, relations with the United States, and the Churchill Falls hydroelectric agreement. St-Pierre Plamondon described the transition as “orderly and collaborative.” As the transition nears its conclusion, the incoming government has moved to distance itself from monarchical institutions. St-Pierre Plamondon has announced a cabinet for his minority government, including Vice-Premier and Minister responsible for Quebec's accession to independence, Catherine Gentilcore. Other key appointments include Marie-Karlynn Laflamme (Health), Joël Arseneau (Education), and Nicolas Marceau (Finance). The government’s stance on the monarchy has triggered a constitutional dispute. St-Pierre Plamondon requested that Lieutenant-Governor Manon Jeannotte skip presiding over the cabinet swearing-in ceremony, stating the government will not allow a representative of the British Crown to preside. This follows his indication that he will refuse to swear an oath of allegiance to King Charles III. Lawyer Lawrence David has filed an emergency injunction to force the government to swear allegiance, arguing that making the monarchical oath optional was an unconstitutional change. A court hearing Premier St-Pierre Plamondon has now sworn in a streamlined Council of Ministers consisting of 22 members. This reduction from the typical thirty members is scheduled for Tuesday. Following intended to signal a policy of “state frugality” amid announced government spending cuts. The new Cabinet features several political newcomers, as 50 of the election, 60 Parti Québécois elected officials have not previously served in Quebec City. Due to the Premier unveiled a 22-member cabinet. smaller number of seats, ministers have been assigned multiple portfolios; for example, Elsie Lefebvre will oversee Higher Education, Housing, and the Status of Women.
