Penobscot Community Health Care funding crisis

Overview

Penobscot Community Health Care (PCHC), the largest federally qualified health center in Maine, is experiencing a $3 million funding shortfall. This financial crisis has resulted in the layoff of 16 employees and the closure of its Adult Wellness Center. The nonprofit serves roughly 50,000 patients across several locations, including Bangor, Brewer, Old Town, Belfast, and Jackman.

Attempts to secure liquidity through the sale of an administrative building at 103 Maine Ave have been complicated by the city of Bangor, which exercised its right of first refusal to purchase the property for its own public health department. This move may prevent PCHC from accessing approximately $1.375 million in necessary funds within a critical 30 to 60-day window.

In response, state lawmakers have requested up to $6 million in emergency funding from Governor Janet Mills to prevent additional clinic closures. The organization’s instability is also linked to a reimbursement dispute that reportedly denied community clinics nearly $6.5 million in expected cost-of-living adjustments.
