To address anticipated climate emergencies in 2026 and 2027, the Peruvian government has implemented multi-sectoral preparations for the El Niño phenomenon. President Keiko Fujimori established the National Commission for Risk Management of the El Niño Phenomenon to coordinate responses across 1,900 critical points. To facilitate urgent works, the Executive Branch launched an express version of the ‘Servicios por Impuestos’ mechanism, allowing private companies to fund prevention and rehabilitation services in exchange for tax credits. Recent weather alerts for imminent heavy rains in northern regions like Tumbes suggest the phenomenon may arrive earlier than the projected December timeframe. Consequently, Minister of Agrarian Development and Irrigation Marco Vinelli canceled a planned trip to the United States to oversee domestic preparations. In response to these alerts, the government has mobilized heavy machinery, motor pumps, and hydrojets to Tumbes. In Piura, cleaning and clearing operations in riverbeds have reached 58% progress on the most vulnerable five-kilometer urban stretch. Official estimates suggest the phenomenon could cause national production losses and damages totaling up to 16,000 million soles; currently, approximately 54.7 percent of the 5,651 million soles assigned for mitigation efforts has been spent. While the Ministry of Housing, Construction and Sanitation has supervised the desilting of the Simbilá and 66 drains, and the National Water Authority (ANA) reports 70% completion on the Lurín embankment, critical delays persist. Extortion activities have paralyzed operations in the Piura River between the Los Ejidos dam and the Bolognesi bridge, preventing the removal of up to 7,500 cubic meters of sediment daily and leaving heavy machinery idle. Despite these disruptions, Minister Vinelli reported that desiltation projects in Tumbes and Piura are 70% to 80% complete, and he has requested expanded executive powers to expedite urgent tasks related to El Niño and crime prevention.
