In August 2026 the JNE continued to examine candidate eligibility, reaffirming that Patricia Bolaños Grau’s La Libertad ticket lacked the required fourth ~~campesino‑representative~~ campesino-representative and upholding the Podemos Perú list for the Trujillo governorship. The Special Electoral Jury of Cajamarca disqualified former congressman Joaquín Ramírez for omitting a 2011 conviction, threatening the Cajamarca Renace slate. Investigations highlighted a growing “hidden re‑election” practice: officials resign from mayoral or council posts and re‑enter the race under new party lists, with 63 cases identified, mainly involving Somos Perú, Alianza para el Progreso and Renovación Popular. At least 53 mayors have used a loophole that lets an incumbent run as first councilor, resign the mayoral candidacy, and assume the mayoralty if the list wins. JNE president Roberto Burneo noted the law bars immediate mayoral re‑election but not seeking other offices, and said around 60 officials employ the mechanism. New documentation on 5 August confirmed additional examples in the Arequipa region—Marco Antonio Anco Huarachi (Paucarpata), Diana Sosiire Aspilcueta Cáceres (Mejía) and Richard Hitler Ale Cruz (Islay). Burneo reiterated that the JNE can only apply existing law, announced plans to propose legislative reforms and called for a broad debate on electoral rules. Legal experts warn these maneuvers exploit gaps in Peru’s electoral framework, prompting calls for legislative changes.
