Peru energy sector regulatory challenges
Overview
Energy investment in northern Peru has faced significant hurdles due to regulatory delays and insufficient reforms. Industry experts have noted that while the generation and transmission sectors have undergone reforms, electrical distribution remains “completely postponed.” Concerns have been raised regarding the current remuneration model for distributors and the limitations faced by state-owned companies regarding financing and contracting.
In response to these challenges, the Peruvian Ministry of Energy and Mines (Minem) has proposed a draft supreme decree to introduce phased environmental certification for electrical projects. This measure would allow projects to undergo environmental assessments by sections, stages, or sectors. Minem stated that this initiative aims to accelerate construction starts by several months without reducing environmental rigor, as the evaluation category for the entire project would still dictate the requirements for each fraction.
