During the 81st UN General Assembly, Slovak President Peter Pellegrini addressed the erosion of the international order and the rise of global military conflicts. He warned of the deepening decline of multilateralism and called for the European Union to regulate AI-guided weapons, noting that such systems may already be capable of autonomous target selection. Expanding on these security concerns, Pellegrini addressed the United Nations Security Council to demand an end to attacks on Ukrainian civilians and infrastructure. He argued that there is “no military solution to the conflict” and advocated for diplomacy and mediation, supported by the United States and European partners, to reach a political settlement. He suggested that a partial ceasefire could facilitate peace and protect civilians from upcoming winter energy disruptions. Diplomatic efforts regarding the war in Ukraine have since intensified. The United States has proposed a technical-level trilateral meeting between Ukraine, Russia, and the U.S. to be held in the United Arab Emirates. Ukrainian President Volodymyr Zelenskyy has confirmed the proposal, noting that Kyiv is currently awaiting a formal proposal from Washington regarding specific dates. U.S. Secretary of State Marco Rubio indicated that both Kyiv and Moscow have expressed preliminary interest in a limited ceasefire, specifically targeting the energy and grain sectors. This diplomatic push aims to address critical issues such as the security of Black Sea shipping routes and the protection of energy infrastructure. Amidst these developments, Zelenskyy has maintained a preference for meeting on neutral ground rather than in Moscow.
