Petrobras labor and state control disputes

Overview

Labor unions and the Federação Única dos Petroleiros (FUP) are intensifying demands for increased state control and structural reforms within Petrobras.

In late July 2026, Petrobras presented an initial proposal for a new career and salary plan to the FUP. While the draft addressed career structuring and internal mobility, it omitted salary progression, leading union leaders to call for a single, transparent plan that covers the entire Petrobras system and corrects existing distortions. During the 20th FUP Congress, delegates adopted resolutions calling for the re-nationalization of privatized refineries and distribution assets, as well as the incorporation of fertilizer and biodiesel subsidiaries into the state company.

By August 2026, the FUP expanded its platform by releasing 50 proposals developed with the Instituto de Estudos Estratégicos de Petróleo, Gás Natural e Biocombustíveis (Ineep). These proposals advocate for strengthening Petrobras as a state-controlled entity, reducing shareholder dividends, and restoring the requirement for Petrobras to act as the sole operator in the pre-salt sharing regime. The federation is also seeking a governance reform to prioritize long-term national development and public interest over short-term profit maximization.
