Philippine economic outlook shows mixed signals
Overview
The Philippines is experiencing a structural economic slowdown characterized by declining foreign direct investment, which fell 23.9 percent in the first seven months of the year, and a record low for the Philippine peso against the US dollar. Second-quarter GDP growth slumped to 2.3 percent, marking a period of deceleration.
Business leader Jaime Augusto Zobel de Ayala warned that the country risks losing competitiveness within ASEAN due to needs in talent, infrastructure, energy, regulation, and institutional stability. By September, business confidence remained in negative territory according to the Bangko Sentral ng Pilipinas. While the confidence index showed slight improvement, firms cited rising inflation, which reached 7.2 percent, and elevated fuel and energy costs as primary drivers of pessimism.
By the third quarter of 2026, the economy is projected to potentially break a four-quarter slowdown, with growth expected to rise to 3.2 percent from 2.3 percent. However, economists at the Bank of the Philippine Islands warn that this recovery may be shallow and uneven due to weak consumer spending, sluggish investments, and disruptions caused by typhoons and monsoon rains.
In contrast to domestic consumption challenges, the digital economy is showing momentum. The digital economy is on track to reach 42 billion USD in gross merchandise value by the end of 2026, driven by rapid AI adoption. Additionally, the Philippine Economic Zone Authority (PEZA) has surpassed its 2026 investment targets, with approved projects exceeding 309 billion pesos as of October.
