Philippine migrant worker welfare and budget planning

The Philippine Department of Migrant Workers (DMW) and the Overseas Workers Welfare Administration (OWWA) have proposed a combined budget of approximately P11.6 billion for 2027 to support overseas Filipino workers (OFWs).

Initial budget requests detailed a P2-billion AKSYON Fund for legal, medical, and financial assistance, alongside projected reductions in certain line items such as the Emergency Repatriation Program. Concurrently, the DMW has been expanding its service reach through the Kabalikat program to provide assistance directly to provincial families.

Subsequent reports indicate a shift toward boosting funding to address gaps in emergency repatriation capabilities, particularly in response to geopolitical instability in the Middle East. The Palace confirmed additional allocations, including P3 billion for the DMW action fund and P1 billion for OWWA, with P700 million specifically earmarked for emergency repatriation. OWWA officials have also requested resources to expand mental health services, medical support, and global welfare centers. Meanwhile, service caravans continue to provide welfare and documentation services to workers and their dependents in various provinces.
