Overview

The Philippines is navigating complex fiscal and external economic shifts. While the country reported a balance of payments surplus exceeding $3 billion in June 2026, this trend reversed in July with a $1.47 billion deficit—the first monthly deficit since April. The Bangko Sentral ng Pilipinas (BSP) attributed the July deficit to a persistent trade-in-goods deficit, net outflows from foreign portfolio investments, and higher foreign exchange outflows for external debt payments.

National government debt reached a record P19.07 trillion at the end of June, a 2.8 percent increase from May. Domestic debt accounts for 67.33 percent (P12.84 trillion) of the total, while external debt comprises 32.67 percent (P6.23 trillion). Debt servicing costs rose sharply, with June payments totaling P77.2 billion, driven largely by a 91.5 percent spike in amortization. Total debt payments for the first half of the year reached P1.226 trillion, nearly 60 percent higher than the same period in 2025.

Gross international reserves fell to $103.378 billion in July, down from $104.744 billion in June, due to net foreign exchange operations and debt settlements. However, the decline was partially offset by upward valuation adjustments in gold holdings and net income from foreign investments. The BSP maintains that reserves remain adequate, covering approximately 6.7 months of imports and services.

Amidst these shifts, economic growth fell to 2.3 percent in the second quarter. Although inflation eased to 6.2 percent in July, it remains above the 3 percent target, leading economists to suggest a potential quarter-point interest rate hike to combat inflation and peso weakness.
