The Philippines Bureau of Internal Revenue (BIR) issued Revenue Memorandum Circular (RMC) No. 038-2026, requiring online sellers, content creators, and digital service providers to publicly display a BIR Registration Seal Badge on their platforms. This digital badge, featuring a QR code for verification, was intended to replace the public posting of full Certificates of Registration to protect sensitive taxpayer information. Following concerns from digital workers and senators regarding privacy and data protection, the BIR suspended the mandate via RMC No. 113-2026. Senators Bam Aquino and Pia Cayetano raised concerns that the QR code could expose personal information or full legal names. Senator Cayetano has referred the matter to the National Privacy Commission for review. During this suspension, the compliance deadline has been lifted, and no penalties will be imposed for failing to display the badge, though taxpayers may continue to use it at their own discretion. The BIR is currently coordinating with the National Privacy Commission to review these privacy concerns and ensure the orderly implementation of its registration verification initiatives.
