Philippines flood control plunder case
Overview
The Sandiganbayan Fifth Division has granted a motion by Ombudsman prosecutors to drop former Public Works Secretary Manuel Bonoan from plunder and graft cases. These cases involve alleged kickbacks from flood control projects worth P573 million, involving illegal budgetary insertions and project allocations within the Department of Public Works and Highways.
By dropping the charges, the court has effectively turned Bonoan into a state witness to testify against other implicated individuals. The court also recalled arrest warrants and hold departure orders previously issued against him. While the decision passed with a 2-1 vote, Associate Justice Gener Gito issued a dissenting opinion, stating the court lacked sufficient information regarding the nature of Bonoan’s cooperation.
Other individuals remaining as co-accused in the plunder case include Senator Jinggoy Estrada, former DPWH assistant district engineer Denryl Caesar Cortuna, and district engineers Manny Bulusan and Arturo Gonzales Jr.
