Philippines flooding and land subsidence crisis

Overview

The Philippines is facing an escalating flood crisis in Metro Manila and Central Luzon, driven by a combination of environmental, geological, and political factors.

Initial investigations focused on the potential link between massive reclamation projects in Manila Bay and slower floodwater recession. This period was also marked by significant corruption allegations involving flood-control infrastructure, including the detention of former House Speaker Martin Romualdez and investigations into alleged ‘ghost’ projects.

Subsequent reports highlight a worsening situation due to rapid land subsidence. In certain areas, the ground is sinking at rates exceeding 100 millimeters per year, largely attributed to unsustainable groundwater extraction. This geological collapse, which outpaces global sea-level rise, has caused frequent inundation in communities previously unaffected by flooding. Policymakers have called for a re-examination of flood prevention strategies, emphasizing the need to pair infrastructure with the rehabilitation of natural waterways, wetlands, and mangroves.
