Philippines livestock import restrictions

Overview

The Philippines has implemented an emergency ban on the importation of certain animals and animal products from 23 countries, including Vietnam, citing a high risk of foot-and-mouth disease.

Effective as of September 19, 2026, the ban prohibits items such as live pigs, cattle, deer, muscle meat, intestines, fat, hooves, horns, and semen from these species. Under Philippine regulations, prohibited goods are subject to suspension and confiscation at the border.

The Philippines notified the World Trade Organization (WTO) of these measures in mid-October. The delay between the ban’s implementation and its official notification may create risks for Vietnamese businesses regarding shipments currently in transit or existing contracts, particularly as Vietnamese livestock exports had seen significant growth earlier in 2026.
