Following the summer break, the Piedmont Regional Council resumed its institutional activities with a legislative agenda that included discussions on artificial intelligence, social economy, and differentiated autonomy under Article 116 of the Constitution. In late September, the Council approved a resolution regarding differentiated autonomy, implementing agreements between the Italian State and the Piedmont region. This measure defines the transfer of specific competencies to the regional level, including civil protection, professional regulations, health protection, public finance coordination, and supplementary social security. Regional President Alberto Cirio stated the move is intended to increase administrative efficiency and address local needs. Legislative focus has recently shifted toward territorial and social planning. The Council scheduled sessions to address the 2026 migratory movements program, energy community provisions for 2026-2027, childcare accreditation, and non-scheduled public transport. Progress on the Health Park in Turin and the City of Health and Science in Novara also remains on the agenda. In late September, the Council approved a new Regional Territorial Plan (PTR), replacing the framework established in 2011. The plan serves as the primary tool for coordinating territorial and sectoral planning. Regional Councilor for Urban Planning and Territorial Programming, Marco Gallo, stated the plan aims to address a “deeply changed territory” by balancing economic growth with environmental sustainability and social cohesion. A central objective of the new PTR is the containment of soil consumption. To manage regional development, the system is now organized into 33 Territorial Integration Areas (AIT) designed to recognize local specificities and align with international climate change and sustainable development frameworks. Furthering territorial development, the Council has moved to initiate the process for recognizing the Oltregiogo area as an interregional tourist district. This initiative seeks to unite municipalities across the provinces of Alessandria, Genova, Piacenza, and Pavia to promote shared historical, cultural, and gastronomic assets.
