While the payment process for the Water Rights Program (PRODERA) is currently stalled, the municipality intends to finalize adjustments before the October 31 deadline. Recent developments have brought scrutiny to the municipal water and sewage system (SIMAS) regarding its operational capacity. Despite administration claims of financial and operational recovery, private contractors have been observed performing tasks traditionally handled by SIMAS. For instance, personnel from TCS Destapes Industriales y Residenciales were recently seen addressing a sewage leak in the Tecnológico neighborhood. This reliance on external companies for routine maintenance has raised questions regarding whether SIMAS maintains the necessary resources and personnel to manage the city’s drainage needs independently. In response to infrastructure needs, Coahuila Governor Manolo Jiménez Salinas has announced significant state-level investments. The state government has allocated 155 million pesos this year to modernize the local wastewater treatment plant and improve essential services.
