Overview

The emergency agricultural law was approved by the National Assembly on 21 July 2026 and by the Senate on 22 July, creating a three‑year derogation that lets ANSES issue tightly‑controlled waivers for the neonicotinoids acetamiprid (hazelnuts) and flupyradifurone (sugar beets, apples, cherries). Environment minister Monique Barbut announced a resignation in protest but remained after President Emmanuel Macron’s intervention. The left‑wing LFI party has referred the exemption to the Constitutional Council.

Since the vote, the measure has been reinforced by the European Commission’s authorization of acetamiprid and by France’s domestic “law Duplomb,” which confirms the allowance under strict conditions. Regional politician Daniel Cueff criticised the law as a “major ecological and health regression,” citing risks to pollinators, biodiversity and water quality. Agricultural unions and the FNSEA support the waivers as essential for crop protection, while Greenpeace France, UNAF and other environmental groups have organized petitions, legal actions and protests, warning of high bee mortality.

The broader bill also includes provisions on water storage, livestock protection, wolf predation and unfair competition, and the vegetable sector’s ACOMPLI programme seeks biological pest‑control alternatives.
