Poland civil defense infrastructure development

Overview

Poland has initiated efforts to assess and expand its national civil defense infrastructure. Following a nationwide inventory by the State Fire Service, which identified 85,739 protective structures—including hermetic shelters, hiding places, and temporary locations—the government is moving toward physical upgrades.

In Malbork, construction has commenced on the country’s first new civil defense shelters under the Population Protection and Civil Defense program. These prefabricated reinforced concrete structures are designed to withstand shockwaves of up to 10 tons per square meter. This development follows reports from the Supreme Audit Office (NIK) indicating that many existing facilities were in unsatisfactory condition. To address infrastructure shortages, modular construction solutions are also being explored to allow for rapid, standardized deployment of protective facilities.
