Poland is implementing a new deposit return system for packaging, though the rollout has faced varying levels of adoption and logistical challenges. Initially, reports indicated that some companies and state institutions were bypassing the system by paying product fees instead of managing the logistics of returns. The Ministry of Climate and Environment characterized this as a ‘soft start’ to the reform. As the system has matured, major retail chains have reported massive collection volumes. Biedronka has collected over 1.5 billion items, while Lidl has surpassed 1 billion returned items. To manage these volumes, retailers have diverged from the Ministry’s suggested one-month minimum voucher validity. Biedronka has extended its voucher validity to 120 days, Lidl to 100 days, Netto and Stokrotka to 90 days, and POLOmarket to three years. Dino and Auchan have committed to vouchers with no expiration date. In response to these developments, the Ministry of Climate and Environment is developing updates to the national system. One primary proposal involves mandating that the minimum validity period for vouchers issued by bottle return machines be extended from the current 30-day suggestion to at least 90 days to prevent consumers from losing funds. Additionally, the Ministry plans to expand the system to include single-use glass packaging, specifically targeting small alcohol bottles known as ‘małpki’, to reduce litter in public spaces. Undersecretary of State Anita Sowińska noted that a period of ‘vacatio legis’ will be required to allow for preparation. However, beverage producers, including Maspex Group President Krzysztof Pawiński, have expressed concern regarding the costs of new investments required for collection machines, storage, and transport logistics. Recent developments show efforts to increase convenience through new collection methods.
