The Polish government is developing a new notification system to issue alerts via the Alert RCB system when fighter jets are scrambled due to security threats near the eastern border. Deputy Minister of National Defense Magdalena Sobkowiak-Czarnecka stated that these notifications would be sent to citizens even before a potential threat enters Polish airspace. This initiative follows a July 29-30 incident where a Russian Ch-101 missile entered Polish airspace during an attack on western Ukraine. While the military detected the object, they lost radar contact after six minutes; the missile eventually landed in a field in Tarnawa-Kolonia, Lublin Voivodeship, without causing casualties or material damage. Recent developments indicate the Ministry of Interior and Administration is exploring more robust solutions to address criticisms of the current SMS-based system, which suffers from inconsistent delivery speeds across different operators. Minister Marcin Kierwiński announced that a new solution could be launched within several dozen weeks. The government is considering integrating services into the mObywatel application or utilizing Cell Broadcast technology. Reliability concerns resurfaced on August 30, when residents of the Lubelskie Voivodeship experienced confusion during a mass air attack in western Ukraine. Technical issues caused many residents to receive only a second message, as the RCB spokesperson confirmed the transmission of the first alert was “interrupted at the operator level” when the update was sent. On September 10, the Government Security Centre (RCB) issued emergency alerts to residents in the Lublin and Podkarpackie regions following a massive Russian aerial attack on Ukraine. The notifications These alerts informed residents that the situation was being monitored and that the Polish Air Force, alongside allies, had scrambled fighter pairs to operate in Polish airspace as a precautionary measure. The Ministry of the Interior and Administration stated that alerts will continue to be sent to border provinces during intense Russian strikes, emphasizing that it is “better to over-inform than to miss critical information.” To address systemic issues, the Ministry of Interior and Administration is developing a new mobile application in collaboration with the RCB, the State Fire Service, and the Ministry of Digital Affairs.
