Poland is transitioning its financial reference rate benchmarks from WIBOR to a new indicator named POLSTR. This reform, overseen by the National Working Group (NGR), affects hundreds of billions of zlotys. Early concerns regarding the process focused on a lack of transparency in the NGR, with critics noting that the committee does not publish detailed meeting minutes or reports on rejected alternatives. The President of the Office of Competition and Consumer Protection (UOKiK), Tomasz Chróstny, declined to join the NGR to maintain neutrality, warning that the group is heavily dominated by the financial sector and expressing concern that banks might shift operational risks onto borrowers. As the transition progresses, with new WIBOR-based contracts expected to cease by the end of 2026 and POLSTR scheduled to take over in January 2027, the Polish Financial Supervision Authority (KNF) has proposed legislative changes to allow mortgage interest rates to be based on the National Bank of Poland (NBP) reference rate. Under this proposal, borrowers could choose between a formula consisting of the central bank's rate plus a bank margin, or traditional indices like WIBOR or POLSTR. The KNF argues this change would increase price transparency, shift competition to the margin level, and strengthen monetary policy transmission, noting it could serve as an ‘emergency plan’ similar to models used in Germany, France, and the United Kingdom. The Ministry of Finance is currently reviewing the proposal and consulting with the NBP and the European Central Bank (ECB). Market experts suggest that while this offers more choice, mortgage costs may not automatically decrease if banks compensate for rate differences through margin adjustments.
