Poland nuclear power plant development construction advances
In early July 2026 the Polish Sejm approved an amendment to the nuclear investment act creating a special category of building permits that allow early construction work on the country’s first nuclear facility before a full licence is issued. The law also defines safety and radiological approvals for those initial works, aiming to cut the project schedule by about two years. The amendment was subsequently adopted by the Senate and now awaits the president’s signature; work that affects nuclear safety still requires a separate authorization from the State Atomic Agency, which charges a 1.5 million zł fee and has nine months to assess applications. Domestic contractor ZBUD announced a multi‑million‑zloty investment to meet U.S. NQA‑1 quality standards so it can supply the Polar crane for reactor assembly and the Cask crane for spent‑fuel transport. ZBUD has been added to Westinghouse’s “Great Seven” list of potential domestic suppliers for the AP1000 reactors planned at the Choczewo site. The regional governor issued an early‑work permit enabling preparatory activities such as land leveling, temporary facilities, utility connections and deep geological surveys. The plant will host three AP1000 reactors with a combined capacity of 3,750 MW, to be built by the Westinghouse‑Bechtel consortium and owned by state‑run Polskie Elektrownie Jądrowe. In August 2026 the project’s main site‑preparation contract was signed: Polish builder Budimex received a 208.88 million zł award from Bechtel to carry out earth‑works, access roads, drainage and erosion control at Choczewo. The work is scheduled for Choczewo, with completion by slated for 18 August 2028, with 2028 and the first concrete pour planned for 2028 2028. Shortly thereafter, Polskie Elektrownie Jądrowe transferred the 330‑hectare Choczewo site to U.S. contractor Bechtel, which will act as general contractor. Bechtel appointed Budimex to execute the earthworks, and commercial operation over 330 ha of forested land have been cleared. Officials describe the first reactor targeted for 2036. effort as the largest investment in Poland’s modern economy and a strategic step toward energy security and diversification away from coal.
