Poland mandates manufacturer disclosure on private-label

Overview

In late July 2026, the Polish Milk Chamber warned that the EU Packaging and Packaging Waste Regulation (PPWR), effective 12 August 2026, designates retailers as the “producer” of private-label dairy products. The chamber argued this would unfairly shift responsibilities from manufacturers to retail chains, potentially raising costs and creating duplicate compliance.

By early August 2026, the Ministry of Agriculture and Rural Development moved to codify requirements for supermarkets and discount chains to list actual manufacturers on private-brand packaging. This move follows consumer demand for transparency; a survey indicated that 84% of respondents want to know the real producer to address concerns regarding quality, responsibility, and trust.

Following the PPWR implementation, the Ministry proposed specific, strict formatting rules for these labels. If the distributor is not the producer, the label must clearly state ‘Producent’ (Producer) followed by the manufacturer's details. For producers located outside the EU or EFTA, the label must provide the importer's name and address, marked as ‘Importer na rynek UE’ (Importer for the EU market).

To ensure visibility, the proposal mandates that this information be presented in black font on a white background, with a font size no smaller than the distributor's data. Furthermore, the details must be placed within a black rectangular frame covering at least 50 percent of the area of the product's trademark. The Ministry aims to increase consumer protection and enable more informed purchasing decisions.
